Civilian Count is a public participation campaign developed to ensure that individuals experiencing unexplained neurological or sensory disturbances are represented in both national and global data and research efforts.
By encouraging widespread survey participation, Civilian Count helps quantify:
- How many people are affected
- Which U.S. states and global regions are reporting patterns
- What types of experiences are being documented
This initiative is designed to help inform governors across all 50 U.S. states, as well as leaders in countries worldwide—including Japan, the United Kingdom, and others— about the scope and distribution of these reported experiences.
By collecting and organizing this data, Civilian Count strengthens the foundation for advocacy, resource allocation, policy awareness, and future support systems.
Going forward, Civilian Count will collect survey responses throughout the year until December, with findings compiled and released in January annually. This ongoing reporting cycle is intended to provide consistent, up-to-date insights that can support informed decision-making at both the national and global level.
Most importantly, it ensures that civilian experiences are documented, visible, and included in the broader national and international conversation.
